They do not pay for education , all women schools and universities are closed all over Afghanistan and even the women don't have the right to work in media and foreign institutions , America not Pay for education.

What I wanted to say is that Afghan women who are willing to learn will generally not have the money to study abroad.
I didn't understand to whom America pays $40 million a week and for what?
